There is a gray area
Lets say he was 18 and she was 14. He was HS Senior, she was Freshman.. Is it ok? (Still a crime)
Now he’s 22 and she’s 17, College Senior and College Freshman, is it ok.. (It’s legal)
Now he’s 13 and she’s 15.. is it ok? (It’s actually still a crime)

I believe that West Virginia has a “Romeo & Juliet” law of four years. So neither of these cases would be illegal there.
Use the “half your age + 7” rule. Works every time.
You are 18? 9 + 7= 16. (senior and sophomore)
22 gives you an 18 year old.
It isn’t the law, but definitely helps figure out the skeeviness factor.

Bottom line: We all know the law. We all know things change when you turn 18 and your friends don’t. Use the limited blood supply God gave us to let the correct portion of the body make decisions like this and DON’T MESS WITH LITTLE GIRLS!
