What has the United States Olympic Committee to do with the "agency/department question" or really anything else to do with Rick Perry?

The only candidate who has had anything to do with the USOC at any time is Mitt Romeny. How can Rick Perry be tarred with that brush? And no matter how "inconvenient" the USOC might be, why does identifying it as such make anyone a RINO or CINO or any kind of INO at all?
