At least one tribe did that I know of. They were called the Flat Head tribe by White men, I don't know the Indian name for their tribe, perhaps some other FReeper does know.

When I first saw the picture, I thought of the Easter Island statues. So I did a quick Wiki on it, and found that Easter Island is Chilean. It is pretty far off of the continent, but if travel from EI to Chile or Chile to EI was possible, I wouldnt rule out Peru either. Maybe it was a religious thing.
