Following the cold fusion furor of 20 years ago in which the scientific establishment declared that low energy fusion was not believable, scattered pockets of ill-funded scientists continued cold fusion research, while the world of big science continued working on multi-billion dollar fusion projects involving magnetic containment and lasers.

Muon catalyzed fusion is a cold fusion that's been accepted by science for over 50 years. The author isn't very good at research.

Correct. And if somebody ever manages to harness cold fusion commercially, it will be a historic game changer bigger than Edison's invention of the electric light bulb.

FWIW, I used to work in the power generation industry. It was common knowledge that we had a handful of scientists in a lab working on harnessing cold fusion. I do not doubt that there are a few still doing it.
