Some days, it's Kristina Wayborn, from Octopussy:
And other days it's Luciana Paluzzi from Thunderball:
But most of the time it's Diana Rigg from On Her Majesty's Secret Service:

Ursula Andress, Honor Blackman, and from the modern era, Sophie Marceau.
Worst ever was Denise Richards.

Hottest?
It's so hard (no pun intended) to choose one. I can't. I guess if I could pick a “top three” in no particular order:
Ursula Andress
Maud Adams
Rosamund Pike
Now, I suppose special consideration should be given to the only two time Bond Girl, Maud Adams, who today, now in her 60’s is still hot and doable.
I second the vote for Denise Richards as “Worst Ever”. Dog.

My two faves also, but I'd reverse them, putting the American first.
That's the incredible Jill St John. She could really act, and she hung around with people like Henry Kissinger and Frank Sinatra. She was married to Robert Wagner and seems to have brains and talent. Not to mention she was drop dead beautiful. And was one of the few Bond women that were portrayed with real personality.

I would go with Jill St. John too.
