Perhaps, but that is certainly not what the loudest of Palin's supporters have been claiming. Most of them insist she is definitely running and just strategically delaying an announcement till the perfect moment. If you believe what her most devoted followers are saying, Palin is lying to everyone by claiming she is undecided. Further, these folks are setting themselves up for a huge, ugly and crushing let down because part of their premise is that Palin would never string this announcement out for so long if she weren't running.
My hunch is she never seriously planned a run, but kept her options open. She teased out the possibility and from her perch at Fox News and giving event speeches has created a very loyal core of followers that expect her to run. The indecision, in my opinion, is simply Palin delaying the painful moment when she has to let all of her devoted supporters down. It's going to be very ugly, and I think she probably dreads it. Additionally, the minute she is no longer a potential candidate, her media spotlight recedes - and I think she'd like to hold on to her ability to draw attention to herself as long as possible.

Everyone can have a hunch/opinion about her intent, etc. She still has some time to make it known and until that time passes that time is hers to use as she deems fit. It maybe best for all that she get in and let the cards fall where they may. That way the electorate will have a chance to accept or reject her during the campaign season. Whether she is accepted or rejected that’s okay. Life will go on and we still have major things to reverse in our gov’t both nationally and locally. JMO....

As for me, it is easier to simply accept Governor Palin at her word rather than to presume she's being disingenuous.I sincerely hope that this analysis helps YOU to understand what many of us feel in our gut about Sarah Palin's "intentions" -- as much as it has helped ME. :o)(And no matter the reasoning or motive--war, strategy, cleverness, Sun-Tzu yadda yadda--disingenuousness is the underlying presumption of this way of thinking.)
And that word is that she's not made the final decision. I believe, like many here, that she's long planned for a potential run and has taken proper steps to be in position to make an effective run following an announcement. That is a prudent and forward-looking course of action by a serious potential contender.
It is, though, a markedly different thing than a decision to commit to a run.
An imperfect analogy that might serve to help here is the distinction between an engagement and a marriage.
The engaged has agreed in principle to marriage and begins taking all the necessary psychological, physical and practical steps to plan for the wedding.
The true committment to the marriage, though, does not happen until the couple stand upon the altar and utter the words "I do".
Sarah hasn't said "I do" yet.
I choose to take Sarah at her own word that she's not made the final commitment. To do otherwise would be tantamount to calling her a deceiver, and I refuse to do that.
I hope, pray, and strongly suspect she will say "I do."
