Having once had a rock dropped from an overpass hit my windshield at 60+ MPH, I can attest that the child was committing attempted murder. Deadly force in response is therefore fully justified.

A few years back in St. Louis, a woman driving home late from work had a rock thrown through her windshield (thrown off an overpass), and it killed her. I think she was 23 or 24, and was the mother of a very young child.

I-43 north of downtown Milwaukee has a "pedestrian" overpass. The DOT backed the chain-link fence with a smaller mesh fencing to prevent attacks as you describe. The local porch monkeys, not stymied by the fine mesh, took to hauling buckets of sand on to the bridge. They waited for a motorcycle to pass then dumped their sand as it passed under them. There were several serious injury accidents. Don't know if the little miscreants were ever caught but the attacks went away after awhile.
