It doesn't make them LEGAL residents if they are in fact ILLEGAL ALIENS.

No, it doesn’t. And how is the university going to verify the legality of the Texas residents? The Federal government ain’t going to help, you know.

Point is, there *ISN’T* any current way to check.

And that in-state tuition for illegals bit looks to be a simple recognition of that.

When there is a way to check, then this is an issue.
