What’s he trying to say? Loose sediments is a term normally given to liquefaction.

I guess that a loose sediment would move in all directions to absorb much of the shock of the tectonic plate snapping upwards. A hard sediment would more move upwards as a solid object. Kinda like the difference between punching your fist into sand or rock.

That's what I'm picturing, anyway.
