That was my first thought when I saw it as well...narrow depth of field, lighting just right, riot gear cop in the foreground...it just seems like a composition to me, to tell a story.
Not a picture taken with a cellphone, that is for sure. And now that I think of it (what I saw from my previous post) I did see a guy with a camera, long focal length lens and tripod walking around. I didn’t put the two of them together, but I remember thinking it was odd to see a guy with that setup collapsing the tripod and walking somewhere else with it.
