I had a new thought about the CT SSN. First of all, it is not true you must apply in person. Reading these instructions on ssa.gov, an application can be mailed:

Then, take or mail your completed application and documents to your local Social Security office.

Acceptable proof of citizenship or immigration status includes a U.S. consular report of birth. Perhaps at that age he had no Hawaiian birth certificate, but did have a consular report of birth. The original might have somehow been on file at a consular office and he used a service based in CT to obtain it. He wrote or called them for a copy of this document in order to get his SSN, and they offered to do the full service for a fee including getting the necessary documents, finishing the application and mailing or take it to the SS office in a CT city. I know it is another wacko crazy long shot. I haven't read about this possibility before but I'm sure someone came up with it before me and it's been triple checked!
