We have a livestock sale in the next town over and several times a year, a bull or steer breaks free and has to be shot in the city streets for doing exactly what you described.
You really need to get out and hang with real farmers more often.

*First*, you start with a “breed” that is “ethically indefensible” because idiot owners allow them to do terrible things and get *them* eradicated.
Then, you move down to the next-most-’dangerous’-breed and work on getting *that* killed off.
Then you go to the third-most-’dangerous’ breed and lather, rinse, repeat until there are literally NO breeds left because every single dog alive does have the potential to kill ~something~.

Shoot, where I live you already have to have permission from the county to breed a litter of ANY BREED. And a $75 license to have an intact dog. The government gets to tell you what to do with your own dog.
