So now you are telling me that the TWO PIECES of PAPER were turned into photographs? Hmmm

There is simply no way to scan a piece of paper and have the scanner make multiple layers! And even if that fantasy were true you certainly wouldn’t have layers that have objects all 90 degrees to the original scan.

That is laughable, seriously.

It's not the scanner that's creating the layers. It's the scanning software. Here's an example: http://office.microsoft.com/en-us/help/optimize-your-scanning-for-speed-image-quality-or-ocr-results-HA001102160.aspx

You don't have to take my word for it. I'm not a graphics expert. Do it yourself. Scan an image for a PDF file. Your presets (in the software) should have OCR on. Open your new PDF and see the layers.

No. I am not telling you that. Numerous websites link to what they claim is a photograph of the long form provided by the WH.
