I did view this video and this is exactly the SAME THING that happened when I scanned to PDF a print out of the birth certificate! I opened the PDF I CREATED and was able to move elements around just like the designer did in that video. Trust me, I was just as amazed playing around with the original BC PDF in Illustrator as the guy in the video, but I wanted to prove to myself that this wasn’t some sort of abberation of the scanning software. Using the scientific method, I was able to replicate the same results by creating my own PDF from a scan of the White House supplied birth certificate.

If what you are saying is true, then how come you cannot do it with the AP copy? That should function just like your own print out. The video proves he can’t do it with the AP copy or his own printed out copy. However, he can with the White House Copy.
