Thanks for pointing that out, something about it doesn’t look right. The image at the top left corner looks like it’s still bound, but it’s been superimposed on the patterned background. The patterned background remains consistent under the scan, and around it where there isn’t a scan.
Do you know what I mean? Weird
They took the book and opened it flat on the printer.
They hit “print”.
The PAPER they printed it onto is the patterned security paper.
Make sense now? (It took me a bit to figure that out)

It’s not ‘superimposed’, the original birth certificate information, in black, was printed on the green thatch paper. That’s security paper.
“The patterned background remains consistent under the scan,” Which you would expect of a print that was made Monday.
“and around it where there isnt a scan.” Which is what you’d expect in a real document printed on such paper.
What’s anomalous is all these elements used to make it less likely to be forged are used to cast ‘doubts’ on this legitimate document.
