19.8 is the minimum, cannot be less. You don’t get to drop the .8 requirement just because it give the result you want. It has to be that or greater.

If you have 2 senate seats vacant you need only 18.6 persons to meet the quorum requirement, and the Republicans with 19, meet the standard.

So, how do you vacate a seat? Well, there are three ways ~ REMOVAL, RETIREMENT or DEATH.
