Either Rush or Beck covered this a few days ago ,, appropriation bills have different requirements than all other legislation in that state ... they just need a majority present... They should put together their legislative Christmas Wish List and push it through in one day.

The problem is that the quorum requirements are for any bill with a fiscal impact. They had to stop work on voter ID because it includes stuff like funding for free IDs for indigent voters. It would be possible to put through a new Voter ID bill, but no one, not even the GOP, wants a bill that won’t pass muster because it requires poor people to pay for an ID, allowing a liberal judge to call it a poll tax.

The problem with non-fiscal bills is that many have fiscal elements. Voter ID for one - it provides a mechanism to pay for IDs for those that cannot afford them. It’s a required element to withstand legal challenges and its a fiscal item.

Small element, but a showstopper without the quorum.
