It appears that this castle was built by a French archaeologist in the 19th century, using very ancient bricks and materials from previous Persian structures. The monument was then used to house numerous ancient artifacts found in the area. Now the building (which may not have been well built in the first place) is crumbling away.

the inept restoration efforts carried out over the past few years have spoiled the authenticity of the monument.
The political subtext of these remarks are critical of the current Iranian govt. To accuse them of being poor custodians of the glorious Persian past is a surprisingly powerful criticism. It draws feeling from many ordinary Iranians - they idealise the ancient past and care about that - no matter how many current problems they might have.
