As for being " a citizen" ( not natural BORN citizen ) of the US, then yes, as for being eligible to be president ? well, since his parents were not citizens themselves, then, no, even if they where in the process of being naturalized.
People need to separate what amounts to being a citizen of the USA, and what amounts to being eligible to be President of the Untied States.
