It's a Utilikilt. Made in Seattle. There are several companies making similar items my fav is the Amerikilt made in Philly. Do a google and check them out.

FWIW I also wear tradiational kilts but for day to day or rough use you can't beat these new version. They run anywhere from around $100 to $300.
