I researched this a little yesterday. I think the end of Ramadan depends on your position on the globe. This is because the start and end of Ramadan are based on lunar observances. Of course, at any given time, at two points on the earth, the view of the moon differs (assuming you can see the moon at all.) Note that the linked source uses dates from the Fiqh Council of North America (FCNA), which states that September 10 is the end date. In other parts of the world the end date might be September 9.
