A human foot was found washed ashore on Whidbey Island in Washington state on Friday.
The bare foot was found at about 11:15 a.m. by a tourist on the east side of the island, near the town of Greenbank.
It is the ninth severed foot to be found on the B.C.-Washington coast since August 2007, with seven of those in B.C.
Based on what were seeing, were estimating that it either belongs to a female or a juvenile, because its a smaller size, said Island County Det. Ed Wallace.

Seriously, went to BillyBob's in Fort Worth, and they have all the stars hand imprints in concrete hanging on the wall. Kenny's hands are seriously small.

Remember the mystery surrounding the shoes and boots found at the RMS Titanic wreck site? They were always found in pairs and were (and, as far as I know, still are) completely intact even after nearly century underwater. Turns out each pair of shoes marked where a Titanic sinking victim had settled to the ocean floor after drowning/being overcome by hypothermia. The shoes, and only the shoes, remained intact because the microganisms didn't like tanned leather; they consumed everything else.
Leather doesn't float but rubber does.
My sense is that the severed feet are remains from murder victims disposed of at sea by weighting at the ankles with (cement/cinder?) blocks. The feet became detached from the bodies and floated ashore. Okay, master of the obvious. However, why no bodies to go along with them? The process as I envision it is:
1. The victim is killed.
2. The body is tied to weights at the ankle and cast into sea.
3. The body decomposes and becomes bouyant.
4. Current/wave action on the bouyant body (along with decomposition) begins mechanical breakdown of ankle joint.
5. The body eventually outgases, loses bouyancy, and sinks to ocean bottom where microrganisms and scavengers continue to consume it.
6. Differential decompsition of the body occurs due to encasement of feet in rubber shoes.
7. The already-compromised ankle joint eventually fails releasing athletic shoe-encased foot.
8. Due to small size of victim's foot, the natural bouyancy of rubber shoe overcomes the weight of the foot and it floats to surface.
9. Surface currents, wind, and surf carry athletic shoe-encased foot ashore.
