I thought that habit was unique to SW Pennsylvania. I've never seen it anywhere else. They may have a football field length of merge lane left, but they slam on their brakes because they must thin k they have to enter the controlled access highway at exactly the point where the entrance ramp first meets it.
Obviously, nobody in the controlled access driving lane will ever move over for these morons because they are stopping.

In N. Western Pa. I had to get accustomed to everyone driving bumper to bumper in one lane though there are two or more to drive in....and that includes when people are coming on from ramps....they don’t pull into the other lane so they can get out. It’s basically follow the leader all the way isngle file. Amazing.
