Except that the law also says that lower traffic should keep to the right. If the flow of traffic is faster than you, even if you are at the limit, you should not be in the left lane. If you are not passing anyone, you shouldn't be in that lane. Slow drivers cause an unnatural traffic flow and that leads to accidents.
And as an old driver instructor was said, "It doesn't matter who's right if you're dead."
A lot of drivers think the left lane is a place where one gets to drive a fast as they dang well please. I can be driving six or seven miles over the speed limit in the left lane, but that’s not fast enough for the guy tailgating me. The reason I’m not in the right lane is because the drivers there are driving UNDER the speed limit. You leave me no choice.
SO it’s the slow drivers that are causing the accidents, NOT the fast speeders. Thanks for clarifying that for me! I have always wondered. ;0}
