You get yourself classified "Turkic" by, lo and behold, speaking a Turkic language. You get classified as a Finn by living in Finland, but you get yourself classified as a Sa'ami by speaking any one of 11 extant Sa'ami languages ~ except that now that we know there are genetic markers for "Sa'ami"ness, that'll be changing.

One well-known Turkic speaking group called Yakuts, or Sakha, have a Sa'ami "x-factor" genetic marker (and some other characteristics). These are the folks in the background of the Japanese ruling class as well. Otherwise they are identifiably Chinese but they herd cattle ~ unlike every other Turkic or Siberian group.

There were, for the most part, no Indo-European or Finno-Ughric speaking people in Scandinavia 5,000 years ago!

Apparently the original speakers of Turkic languages were Mongoloid, although the languages were spread into mixed peoples, or even non-Mongoloid populations, like that of modern Turkey. However, there is no evidence that the non-Saami Finns ever spoke Turkic, or were Mongoloid. Ditto for the Magyars, although they were accompanied by some Turkic tribes. The Bulgars were probably Turkic, but the present population of Bulgaria is a mix of Slavs (the language is Slavic) and indigenous ancient local people, apparently.

It's very confusing the way a language can be imposed on a preexisting population which once spoke a completely different tongue. Some studies show that the genetic makeup of the British people has not changed much in several thousand years, although first Celtic, then Germanic, was imposed as the prevailing language by Continental invaders. Then there are other studies showing that the Anglo-Saxons committed ethnic cleansing on the preexisting population.
