It must be bad filming, because all I see is common waves breaking on the beach and creating bubble, I see it all the time on the west cost.
I may be wrong, but I’m thinking this guy should get out more.

The headline of the article regarding “beach boiling like acid” and the video clip bear no relationship to each other. Whether is is ignorance by the author or deliberate chicken little shouting, the premise is misleading. I can assure you, that is not what concentrated acid added to water looks like.

The clip resolution was not satisfactory enough for a high confidence opinion, but I have a sense that there could have been hydrocarbons in sufficient quantity to to affect normal wave breaking characteristics due to the affect that they would have on surface tension. For example, deliberate dumping of fuel oil into rough seas has been done some number of times in emergency conditions in order to calm breaking waves and make rescue or other aid possible.
