I suspect the white stuff is bacterial colonies, eating well with all the hydrocarbons in the water, but I could be wrong.

That is what I was thinking too. Folks don't understand the role of the dispersant (Patriot's Flag - Dispersants and the Piper) and how the oleophilic bacteria go after the "by millions multiplied" surface area of the dispersed "food." The oleophils themselves usually don't "colonize" like this, but other bacteria WOULD certainly use this strategy to eat the oleophils. That's my theory, because the dispersants are doing what they are supposed to do, the "food" for the oleophils is huge, so their numbers would expand exponentially ... and so would the numbers of their predators. Interesting stuff, huh?
