Chief Administrator is a title and it can be one person one day and another the next, thus the tender goes to the office via title not via name of the Administrator. What happens when the Administrator is sick for a day or a week or there is a temporary vacancy between appointments of the last and next Chief Administrator, does business stop? It is custormary to have someone step into their place as either a temporary officer or more formal “Acting” (Title)

As you can see Kenya’s actual vital records situation is similar to that found in the US 100 years ago. Our vital records history clearly indicates thatt there where moments were birth certificates were not compulsory but nevertheless existed.
All I am saying that our past situation is plausible for Kenya as well, where public registry exists but is not compulsory. At least it should shake some of your stubborness.
