We already know who conspired to commit fraud and who conspired to shut up anyone who dared mention what they were doing.

We have names, yes, but in all likelihood not an exhaustive list. (That's not to say that a formal criminal investigation and prosecution of the suspects wouldn't be appropriate now.)
