Then, he probably dug some documents out of the garbage and did some forgeries, and conned his way into Harvard Law.

I've revised my theory: he conned some idiot Columbia union worker into giving him a job as a janitor, and then he got paid even though he never showed up for work. Which would explain why he doesn't know how to actually clean up anything (especially the Gulf.)
