Time to tell the school either they get rid of the problem child or that there are many other parents who will be lookig for another private school. Schools don’t like bad publicity so you might want to let everyone you know who lives there what is happening there.

Expelling the problem child simply moves this hatred to another school, a school where parents won't be forewarned. This is a hate crime and a serious threat, no matter how "wee" the child.

The police need to be contacted, and the school should be urged to do it. Tell the administrator; if they don't take this step, then you will have no choice but to do it yourself.
