Do you think that this poll is poorly worded? Who is the they? Is it Hawaii’s legislature, or those who ask for the BC?

Yes, I though it was poorly worded too.

I assumed that the "they" was the Hawaii legislature and am sure they chose the wording deliberately for their own spin on the outcome.
