Anymore then geography and wishful thinking makes Hannibal, Cleopatra, or Saint Augustine black.
There had better be some solid forensic anatomical evidence to make the race call.

Anyway, after the Romans pounded Carthago into submission, the whole of North Africa became the bread basket of the Roman Empire - for hundreds of years. By the end of the Roman Empire, it's no surprise citizens from one side of the empire would be found on an opposite side. Slaves could buy their freedom.
