Actually they have this anti mask law, I don't see how they can ban a freedom of expression.I know it's sad, but unless it runs contrary to Florida's state constitution (which I believe it does not as the word "expression" doesn't appear anywhere within the state constitution), then it's entirely legal to ban the wearing of masks in public. Other states have similar laws. With that said, due to the federal Constitution, the federal government can't enact a similar law.

to pursue happiness , to be rewarded for industry, and to acquire, possess and protect property; except that the ownership, inheritance, disposition and possession of real property by aliens ineligible for citizenship may be regulated or prohibited by law. No person shall be deprived of any right because of race, religion, national origin, or physical disability.
That should cover it.
