As to registering him in two different hospitals, that is not the way it was or is done. Hospitals only register births that occur in their facility. To register a birth not occurring in a hospital, you'd go to the Department of Health office and fill out the same form the hospitals use, but you would not list a hospital. I think the "two hospitals" problem comes from not keeping their lies straight, as to which hospital they were claiming birth in, while the truth may have been "niether".
Even the newspaper birth announcements do not say *where* the birth occurred. Pity that, my home town paper did and does indicate which of the city's hospitals the birth occurred in.

I think he/she was mocking all the misinformation. Like with Maya saying Obama was born in one hospital and then another report saying he was born elsewhere. Two different hospitals?
