The country is “broke” for numerous reasons - the biggest is the massive entitlement program - 60% of the entire budget - NASA, like everyone else in the discretionary category, fights over the crumbs.

NASA went out of the manned space exploration business in 1974. All else after was just to keep constituents happy.
