The long answer: Columbus was not funded by anything that looks like the bureaucratic government we have. Columbus was funded from the personal wealth of the monarchs who ruled Spain (when you're the sovereign, everything is "yours"), and as such was more akin to a business agent for, say, Bill Gates, than an employee of NASA.
