SpaceX is planning to be on Mars by 2020. At least that is what Elon Musk has planned.
Manned mission to Mars will be a global effort and will be undertaken by a consortium of space-faring nations...not including the United States government, which will instead be using the next thirty years to complete some high-speed commuter trains that should have taken maybe five years at the most to build.
