My understanding is that there are certain radio wavelengths at which space is not "noisy", so to speak, and these are the ones that SETI listens to.

Understood but that still assumes that they would be using radio when its entirely possible that they may be using something that we haven't dreamed of.

Maybe they've found a means of accelerating neutrinos beyond the speed of light. Maybe gravity waves or something.

We're a primitive species and have barely scratched the surface. Its like God only allows us to take these small steps.
