I can guarantee you that if you have two Latinos in a heated argument and one calls the other cabron or cabrona, somebody is going to be badly hurt.
Among friends, you can say “mira cabron” — but I wouldn’t recommend calling a stranger cabron or cabrona.
It’s not mildly derisive. It’s downright gutter vulgar.

Are you sure there isn’t a pretty significant difference between the semantics of Puerto Rican and Mexican swearing?
My experience is with people who speak Mexican Spanish.
