It lists which ones can’t be. Theoretically, of course. It establishes the foundational reason for the government’s existence. I don’t believe the founding fathers were thinking of animals as direct beneficiaries of the law. They are, indirectly, insomuch as they are the valuable property of citizens, who are represented in our laws.
