Is it a foot fault if they step on the white line or over it?

A foot fault occurs if you touch the white line or the court prior to hitting the ball after you’ve started your service motion.

From the (Youtube) Serena purple panty angle, it clearly looks like she stepped on the line. But I guess the LINE judge has the best angle.
