Everything is effected by magnetism, including hydrogen and oxygen, which make up water. Ferrous metals are just effected more strongly, making it easier to detect. A field so weak that you couldn’t measure it against hydrogen would be easily quantified and measurable with the crudest of instruments against iron.
But that would have to be a lot of power. How many Guass are we talking about?
