There is no admission charge to the Sept. 17 event at the Hyatt Arlington Hotel, 1325 Wilson Bld.
The event celebrates the adoption of the U.S. Constitution in 1787.
The program also will include a presentation by Phillips of the Andrew Jackson Champion of Liberty award.
Chuck Baldwin, the 2008 Constitution Party presidential candidate will speak on "The Dangers of a Constitutional Convention."
