Here is a link to the best ‘free’ ‘graphics Swiss-Army-Knife’ program I've found. The author keeps making it better - he's been at it literally for years, and it's consistently been top-rated by a number of review sites. It does a ton more than resizing images, of course - the list is long - but it does that limited function quickly and admirably. If you do any work with graphics, it's well worth having Irfanview in your tool kit.
