It means that President Moi of Kenya, after having stolen his fifth reelection (each for 5 years) turned his goons loose on the opposition when they dared to question his win.

Odinga did the same, turning his goons loose, when he lost the most recent election, and was rewarded with the non-constitutional office of Prime Minister.
