My immediate thought was that they were responding to some emergency or natural disaster. I worked on one such exercise in Turkey many moons ago.

The difference then was we sent 5 or 6 planes in at once to set up communication teams and later teams would come in 12 - 24 hours later to actually help with evacuation and medical emergencies.

This looked more like a fighter leading a bomber or cargo place. Each set of two had the same profile. Fighter in front and heavy "cargo'? plane behind.
