It seems the presumption is that he would use the military against the people. Ain't gonna happen. The premise is black on white and the whites in the military would revolt and stop the insurrection.

A miniature version of that happened during my second tour in Korea. I was “friends” (wink) with the female MP who helped put down the revolt.
