Briefing by Chief of Staff and Counselor Cheryl Mills on Food Security
Chief of Staff and Counselor Cheryl Mills
Waldorf-Astoria Hotel
New York, NY
September 25, 2009
MR. CROWLEY: Good afternoon. Happy Friday to you. Many of you were over at the Sheraton for the speech by the Secretary of State as part of the Clinton Global Initiative. The speech focused on food security, which is a significant imperative that will infuse our diplomatic and development work going forward. During the course of the speech, there was a shout-out for the coordinator of the food security initiative, our Chief of Staff and Counselor, Cheryl Mills. So we thought we would bring her down to kind of help put the food security initiative in proper perspective.
MS. MILLS: Let me start by just saying a few words and then, really, just answer your questions. And I think the one thing I do want to start out by saying is that getting to today has really been a model of cooperation across the government. And so I do think its really important to recognize how many different agencies have participated in getting to this place and who are going to have to continue to participate to have this initiative be effective.
And I didnt fully appreciate the joys of full USG collaboration until this initiative, and there have been many moments where I think the challenges of what it means to actually set aside what agency, what program, and what equities you might have are to actually come together and think about what you actually can do collectively. But it was actually quite an impressive process in that regard, and I feel like those of us who have been working through this process really see the benefits of what it means to actually collaborate in an effective fashion.

Top 10 Fascinating Facts About Cheese
Posted: 17 Sep 2009 07:50 PM PDT
Ive been contemplating writing a list for a while now and finally got my inspiration from watching one of my favorite cooking shows, Good Eats. (Hush, Jamie. I know you hate that show.) My love of cheese has grown throughout the years, from asking my parents for some cheesh please to carefully selecting a new cheese to try from the gourmet section of my local grocery store. I hope you all enjoy reading this as much as I enjoyed researching and writing it.
10
Etymology
Cheese
The root of the English word cheese comes from the Latin caseus, which also gives us the word casein, the milk protein that is the basis of cheese. In Old English, caseus was cese or cse, which became chese in Middle English, finally becoming cheese in Modern English. Caseus is also the root word for cheese in other languages, including queso in Spanish, kaas in Dutch, käse in German, and queijo in Portuguese. Caseus Formatus, or molded (formed) cheese, brought us formaticum, the term the Romans employed for the hard cheese used as supplies for the legionaries. From this root comes the French fromage and the Italian formaggio.
9
Early History
Eng-Hist-9B-Cheese
Cheese consumption predates recorded history, with scholars believing it began as early as 8000 BC, when sheep were first domesticated, to as late as 3000 BC. It is believed to have been discovered in the Middle East or by nomadic Turkic tribes in Central Asia, where foodstuffs were commonly stored in animal hides or organs for transport. Milk stored in animal stomachs would have separated into curds and whey by movement and the rennet and bacteria naturally present.
8
Evidence
Picture 1-134
Egypt brings us the earliest archeological evidence of cheesemaking, found in tomb murals that date back to 2000 BC. These cheeses were likely to have been very sour and salty (lots of salt was needed to preserve the cheese in the hot, arid climate) and similar to a cottage cheese or feta in texture. Cheeses made in Europe didnt require as much salt because of cooler conditions, thus paving the way for beneficial microbes and molds to form and give aged cheeses their interesting and robust flavors.
7
Fine Art
Rom16
Ancient Greeks and Romans were the first to turn cheesemaking into a fine art. Larger Roman houses even had a special kitchen, called a careale, just for making cheese. After developing new techniques for smoking and adding other flavors into cheeses, the Romans spread this knowledge slowly through their empire. Local resources allowed for different varieties to develop along the way.
6
Variety
Cheese Display
After the fall of the Roman Empire, innovative monks were responsible for inventing some of the classic varieties of cheese we know today. According to the British Cheese Board, Britain has approximately 700 distinct local cheeses. It is thought that France and Italy have perhaps 400 each. The varying flavors, colors, and textures of cheese come from many factors, including the type of milk used, the type of bacteria or acids used to separate the milk, the length of aging, and the addition of other flavorings or mold.

Other Cheese
Although most cheese is produced from cow, sheep, or goats milk, it can and has been made from a plethora of milk-producing animals. A farm in Bjurholm, Sweden actually makes moose cheese. The lactation period of moose is short, lasting from about June to August, and the farm, owned by Christer and Ulla Johansson, keeps three moose that produce only 300 kilograms of cheese per year. The moose cheese sells for roughly US$1000 per kilogram. Places in Russia also produce moose milk but have not had success with moose cheesemaking due to its high protein content.
4
Top Cheese
Cheezwhiz
The United States is the top producer of cheese in the world, with Wisconsin and California leading the states in production. Although the US produces the most cheese, Greece and France lead the pack in cheese consumption per capita, averaging 27.3 and 24.0 kilograms per person in 2003 respectively. In the same year, the average US citizen consumed around 14.1 kg, although cheese consumption in the US has tripled since 1970 and is continuing to increase. Pictured above is cheez whiz. Keep it classy.

Stinky Cheese and Feet
800Px-Cheese Limburger Edit
Limburger cheese is notorious for its strong and generally unpleasant odor. The bacteria known as brevibacterium linens causes this. It is also found on human skin and is partially responsible for body odor. The Chalet Cheese Cooperative, located in Monroe, Wisconsin, is the only maker of limburger cheese in North America today.
2
Fondue
Fondue
When eating cheese fondue, make sure to save room for the nun at the bottom of the pot, or la religieuse. Religieuse means nun in French and usually refers to a type of pastry. There is much speculation as to why the cracker-like, toasted cheese layer found in the bottom of a caquelon is called la religieuse, ranging from the legend that monks saved the last remaining bits of fondue for the nuns to the idea that eating it is a religious experience. In German, it is called the Großmutter or grossmutter, which translates to grandmother. The meaning behind this use is also unclear.

If you like oatmeal + pumpkin you MUST try this recipe. I have started preparing my basic bowl of oatmeal according to Kaths awesome recipe for whipped banana oats. The only thing I change is that I leave out the salt. I have been using unsweetened rice milk or unsweetened vanilla almond milk instead of regular cows milk, but any will work fine. I use organic rolled oats that you can usually find for about $.99/lb in the bulk bins. They take a little longer to cook than the quick oats, about 5+ min on the stovetop, but there is a big difference in texture.
From there I added 1/4c. plain pumpkin puree, a dash of nutmeg and a 1/4t. cinnamon, 2t. of either brown sugar/honey/maple syrup/brown rice syrup [any will work, just to add a little sweetness]. I also topped it with vanilla almond granola, for a little crunch.

If I had a baby, I would never buy formula, at the corner store, for they sell the changed products to small stores.

Organized Crime and Retail Theft: Facts and Myths
Small, loosely connected gangs illustrate the challenge of stopping organized retail theft
By Michael Fitzgerald
September 28, 2009 CSO
When police caught a thief trying to steal $4,500 in goods from a Publix supermarket near Lakeland, Fla., the local sheriff didn’t treat it like just another shoplifting case. He assigned a detective to look into it.
As part of Operation Beauty Stop, a seven-month investigation, a detective found a ring of thieves hitting stores throughout central Florida. They stole from Publix, Sweetbay, Target, Wal-Mart and other stores. They could hit 15 stores in a day, stealing roughly $3,500 of goods per store. Goods were resold through Lola’s Discount Warehouse, which operated on eBay and at area flea markets. When officers moved in and arrested 18 people, they estimated that over a five-year period, between $60 million and $100 million worth of goods were stolen. “It’s staggering,” says Grady Judd, Polk County’s Sheriff.
Also see Mall Rats: Shoplifting and Organized Retail Crime
And well organized. The Polk County ring used to fill shopping lists for Lola’s owner, Theresa Parrish. Another ring, busted by Polk County Sheriff’s officers in March, had operated for seven years, recruiting illegal aliens to steal baby formula. It had a facility in North Carolina where it could relabel cans. That ring probably stole $17 million worth of baby formula over seven years.

The U.S. national motto is often “shop ‘til you drop.” In times like these, the corollary becomes “steal it and deal it.” In retail stores, crime rings have found what Sheriff Judd calls a “soft underbelly” of American law enforcement. He says even retailers often think of retail theft as “a minor event,” he says. The penalties for shoplifting are low, retailers have little interest in making it harder for legitimate consumers to get at goods. Meanwhile, bloodless crimes often don’t make pulses race, even in the 28 percent of cases where traditional organized crime seems to be involved.
Perhaps that’s why retail criminal rings offer a melting-pot view of America. “It’s an unbiased crime,” says Casey Chroust, senior vice president of retail operations at the Retail Industry Leaders’ Association (RILA). It happens everywhere: urban stores and rural retailers, mom-and-pop shops and Wal-mart. A National Retail Federation survey found that 92 percent of retailers said they’d been the victims of organized retail theft in 2008. Organized retail thieves swiped between $15 billion and $30 billion in goods a year. Their favorite targets: razor blades, infant formula, teeth whiteners, Oil of Olay, diabetes-related supplies, branded apparel, consumer electronics and Blu-ray discs.

Nationwide Voluntary Product Recall of Neocate® Infant Specialized Formula Lot P91877
FOR IMMEDIATE RELEASE - September 28, 2009 - Nutricia North America, Inc. (”Nutricia”) has contacted customers to undertake the voluntary recall and replacement of one (1) lot of the specialized infant formula product, Neocate®. This recall involves a limited quantity of individual cans (approximately 3700) from Lot # P91877, and does not affect any other Neocate® products or lot numbers.
Neocate® is a hypoallergenic dry powder formula packaged in 14 oz. cans distributed to pharmacies, health care professionals and consumers nationwide. Neocate® is not intended for general use and is usually given to infants in the care of health care professionals. The affected cans were distributed in commerce between September 1, 2009 and September 11, 2009.
Nutricia has been informed by the manufacturer of Neocate® that, due to a one-time blending error, a limited quantity of the individual cans of Neocate® Infant (original formula) contain protein levels lower than that declared on the label.
This limited formulation concern does not present any immediate risks of injury or other adverse health consequences. No adverse events have been reported as a result of this issue. The affected product from Lot # P91877 has a reduced protein level equivalent to 1.75g protein/100kcal - a shortfall of approximately 0.05g protein/100kcal based on the U.S. infant formula minimum requirement of 1.8g protein/100kcal. However, the affected product from Lot # P91877 continues to meet the minimum guidelines for protein established by the World Health Organization.
Although short-term consumption of product from the affected batch is very unlikely to cause immediate nutritional issues, longer term consumption might influence the healthy growth curve in certain infants.
Because the quality and safety of Nutricia’s products and the well-being of its customers are the company’s primary concerns, the voluntary recall has been initiated. The Food and Drug Administration has been apprised of this recall. The company apologizes for any inconvenience to our customers and consumers.
Recommended Action to be Taken by the User
The affected products have the Lot # P91877; this number can be found at the bottom of each can and on the right hand side of the case label.
Parents, caregivers, and health care professionals who have questions or concerns related to the consumption of the affected product are advised to contact the Nutricia North America Customer Helpline at 1-800-365-7354, option 8-6061. We can be reached during normal business hours Monday through Friday from 8:30am EDT to 5:00pm EDT.and for special extended hours 8:30 am EDT to 8:00 pm EDT on Monday and Tuesday, September 28 and 29th.
Working with Nutricia, the manufacturer of Neocate® has implemented appropriate corrective and preventative actions, to ensure that this blending error in the manufacture of the product is not repeated. Nutricia will continue to carefully monitor the situation and follow-up with its customers to ensure prompt replacement of the affected product.

Moving and Growing Herbs Indoors
Posted: 28 Sep 2009 05:40 AM PDT
There can be no other occupation like gardening in which, if you were to creep up behind someone at their work, you would find them smiling. ~Mirabel Osler
There is a process for moving your herbs indoors if you want them to grow well. First, gradually move your herbs indoors for a few hours at a time. A sheltered, shady deck or porch will work too at first. I don’t have a lot of window space so I only move a few each season. You are “acclimatizing” the herbs to their new location by doing it this way. After they are on the porch for a few days I then start moving them indoors gradually.
Herbs grown indoors will need the brightest window you can put them in front of or you can use fluorescent lights. Remember, they love full sun outside, so they need bright light indoors. When you place herbs on a sunny window ledge or shelf be sure to turn them a few times a week, so they don’t “lean” towards the sun. If they become leggy then trim them evenly all around. (And of course use the cuttings in your cooking.) Water your indoor herbs only when the soil is dry; using enough water so that a little bit drains out the bottom of the pot. BUT don’t over water, this will rot the roots. This is especially important with rosemary. ONLY water when the soil has dried-the leaves will turn brown if it’s kept too moist.
When you are potting up herbs for indoors try adding some gravel to the bottom of the pot to help with drainage, and a handful of sand to the potting soil too. It’s also beneficial if you can add a teaspoonful of lime to the soil mix (per 5 inch pot) to sweeten it BUT if you don’t have any on hand don’t buy a large bag just for this. Ask around, maybe someone you know will have some they are using in a garden or lawn. Also, read your bag of potting soil-some do include lime.
It’s important that your herbs aren’t pot bound, but at the same time you don’t want the pot too large. You want the roots “comfortable” but not smashed up against the pot trying to get out.
Your herbs should be brought indoors before frost, with the exception of chives, tarragon and mint. Allow them to remain outdoors for a light frost, then bring them indoors. Once the herbs are indoors, you’ll have to watch for pests like aphids, spider mites, and white flies. Remember, you don’t want to use any chemicals on your herbs. Try natural sprays if it becomes necessary. Also, try to keep the plants away from cold drafts or direct heat from a vent. In other words, you want to keep the temperature as even as possible.
Winter can be a dreary time for gardeners, especially in cold climates, but the smell and taste of fresh herbs is certainly a boost on cold, snowy days!
