Actually, that's exactly what surge protectors are NOT for (though a lot of people think that).

Think of that hole near the top of a washroom sink. Its purpose is to drain off water when the water level gets too high, so it doesn't flood out of the sink. That's what a surge protector does for the electric supply to your devices; if the voltage gets too high, it bleeds off some of the electricity.

It doesn't prevent the sink from getting empty.
